New National Poll: Voters Overwhelmingly Support PEPFAR Funding

Majorities of Trump Voters, Republicans, Independents, and Democrats support funding PEPFAR

WASHINGTON, D.C. — The Maiden Group today released new national polling commissioned by McLaughlin & Associates showing overwhelming, bipartisan support for the President's Emergency Plan for AIDS Relief (PEPFAR), with midterm voters across party lines backing continued U.S. funding, and a majority saying they would be less likely to support a candidate who cuts it.

Bipartisan Majority Backs PEPFAR

Support for PEPFAR remains overwhelming across the political spectrum:

●      74% of midterm voters support U.S. funding for PEPFAR to help end the global HIV/AIDS pandemic. This included 68% of Trump voters, 69% of Republicans, 73% of Independents, and 80% of Democrats.

●      66% of midterm voters are more likely to support a candidate who supports fully funding PEPFAR

●      55% are less likely to support a candidate who would cut or eliminate funding for PEPFAR

●      When presented with the core debate, voters sided with the pro-PEPFAR argument by a 3-to-1 margin (65% to 22%), choosing America's commitment to fully fund the program over the argument that the U.S. has given enough and should focus on domestic priorities.

Protecting Children and Centering Life Drives Even Stronger Support

Notably, 80% of likely voters agree that supporting lifesaving treatment for people at-risk or living with HIV/AIDS should be based on the moral principle of saving a life, not judging a person’s choices. 

Support climbs to 81% when voters are asked specifically about funding to help children in Africa orphaned and made vulnerable by AIDS, and to prevent the sexual trafficking and abuse of teenage girls. That near-consensus support spans every partisan group: Trump voters (77%), Republicans (79%), Democrats (85%), and Independents (79%).

Faith Communities and American Businesses Aligned

The survey also shows broad support for how PEPFAR does its work, not just what it does. Nearly nine in ten voters(86%) say it's important for the U.S. government to partner with American companies to ensure efficient implementation, drive innovation, and deliver measurable results — with 60% calling it "extremely" or "very" important.

Faith communities back the program as well, with Protestants (73%), Catholics (72%), and Evangelicals (71%) all supporting continued PEPFAR funding. And 72% of voters support working with faith-based organizations in local communities to deliver U.S.-supported health programs with integrity and moral values.

Survey Methodology: The survey was conducted by Mclaughlin and Associates among 1,200 likely voters between April 6-11, 2026. All interviews were conducted online. The interview distribution and demographics reflect a 2026 general election turnout model. The accuracy of the sample of 1,200 likely voters is within +/- 2.8% at a 95% confidence interval. The numbers in this memorandum have been rounded and may not equal 100%.
